The governorship candidate of the All Progressives Congress (APC) in Lagos State for the 2027 general elections, Dr. Kadri Obafemi Hamzat, has unveiled his 100-point development blueprint, pledging to consolidate Lagos’ progressive trajectory and build a more prosperous, inclusive and globally competitive megacity.

Hamzat, the incumbent Deputy Governor, unveiled the manifesto titled “The Lagos Promise”,also called the Hamzat Compact, on Friday, October 30, 2026, at the Wole Soyinka Centre for Culture and Creative Arts, formerly the National Arts Theatre, Iganmu, Lagos, at an event organised by the Lagos State APC PBAT-KOH Campaign Council 2027.

The document, built on seven pillars represented by the acronym “PROMISE” – People First, Renewal, Opportunity, Machinery of Government, Inclusion, Security and Resilience, and Everyday Dignity – contains 100 pledges, 87 of which Hamzat described as firm commitments within the powers of the state government, while 13 are aspirations that will require collaboration with the Federal Government and other institutions.

Declaring that accountability will begin from day one, Hamzat promised to publish an annual scorecard and establish an Independent Performance Council to track delivery.

“If one of them is not delivered, it will be noted, and I must own it,” he said. “Until the lions have their own historians, the story of the hounds will always glorify the hunter.

The Hamzat Compact makes every Lagosian a historian of my government. It puts the pen in your hands. You check it, you track it, and you measure it.”

Hamzat said his administration would hit the ground running with three foundational actions within the first 100 days:

First, a bill to the Lagos State House of Assembly to establish a Child Protection and Nutrition Agency to ensure that every child below 18 years is in school or learning a trade and has adequate nutrition.

Second, an Executive Order to establish a Lagos State Service Delivery Office,to be chaired by the Governor, which will publish baselines for all 100 pledges.

Third, the creation of a Lagos State Wealth Fund with an independent board that will publish its accounts to preserve resources for future generations.

He also pledged to introduce service charters across all Ministries, Departments and Agencies (MDAs), with a commitment that complaints would be acknowledged within 48 hours, answered within 7 days and resolved within 30 days.

Placing children at the centre of his development plan, Hamzat promised to expand access to quality healthcare with 580 new hospital beds, including the 150-bed new Massey Children’s Hospital, a 280-bed general hospital project, and the 150-bed Shomolu General Hospital project.

He also pledged to build two new general hospitals at Ogombo and Ibeju-Lekki, increase Maternal and Child Centres from six to 15, upgrade 100 Primary Healthcare Centres to flagship status, and recruit more doctors, nurses and midwives.

In education, he vowed to strengthen the EkoEXCEL programme, pursue the establishment of a University of Medicine and Health Sciences to create opportunities for young Nigerians in the health sector, expand technical and vocational training, and review teachers’ welfare and compensation packages.

“We will review your compensation package, so that your pay matches the work we demand from you,” he told teachers.

On job creation and youth empowerment, Hamzat said his administration would focus on removing obstacles for businesses to thrive, noting that the Lagos State Employment Trust Fund has provided over N15 billion to more than 21,000 businesses, creating over 300,000 jobs.

He proposed a single schedule of local government levies, easier business permits, improved access to credit, and a defined share of state procurement for qualifying SMEs.

He also unveiled a vocational placement scheme where technical school students will spend 6 to 12 months with employers with the state paying 40% of stipends, alongside free skills certification for artisans at their workplaces in languages they understand, cheaper broadband, and measures to bring down food cost from farm to table.

On infrastructure, the APC candidate promised to activate the Fourth Mainland Bridge project, extend the Blue Line rail to Okokomaiko, advance the Green Line from Marina to Lekki Free Trade Zone in partnership with the Federal Government, connect the Blue and Red Lines at the National Theatre Station, and introduce integrated ticketing across road, rail and water transport.

“Lagos is a water state. The lagoon must therefore be our third highway,” he said, pledging to dredge an additional 140km water corridor, optimize ferry routes and procure 75 riverine vessels.

For roads and housing, he pledged to prioritise inner roads in collaboration with 20 Local Governments and 37 LCDAs, accelerate the Lekki-Epe coastal road, complete ongoing housing projects, and introduce mortgages with 10% deposit, single-digit interest rates and longer repayment tenures.

On environment and security, Hamzat set a target of 95% waste collection coverage through optimized Private Sector Participation (PSP), completion of transfer loading stations at Olusosun and Solous III in Alimosho, a recovery facility and a waste-to-energy facility at Agbowa, integrating 30,000 informal waste pickers into the formal system, while strengthening the Lagos State Neighbourhood Safety Agency across wards with expanded street lighting and CCTV coverage.

Earlier, Governor Babajide Sanwo-Olu endorsed Hamzat, describing him as a selfless and loyal deputy who had sacrificed his governorship ambition in 2018 to support his emergence.

“In seven years, there has not been one day, not one, when I had to wonder whose side my deputy was on,” Sanwo-Olu said, citing Hamzat’s role in COVID-19 response, development of Blue and Red Lines, arrival of the first ship at Lekki Deep Sea Port, development of Lagos digital map and residents’ register, and construction of inner roads.

He assured that Lagos will witness a rancour-free transition and declared: “There has been one government. There has been one direction. There has been one voice. This is not the time to experiment with Lagos. This is the time to consolidate.”

In his welcome address, Lagos APC Chairman, Pastor Cornelius Ojelabi, said the manifesto is more than a political document, describing it as a declaration of purpose, a covenant between the party, its candidate and the electorate, and a roadmap for the future.

Ojelabi noted that the APC had laid a strong foundation for development through successive administrations from President Bola Ahmed Tinubu to Babatunde Fashola, Akinwunmi Ambode and Sanwo-Olu, with notable achievements in infrastructure, transportation, education, healthcare, housing, technology and economic development.

He stressed, however, that continuity must not mean complacency. “The APC has a record to defend, a vision to advance, and a future to secure,” Ojelabi said, adding that the demands of a rapidly growing megacity require continuous innovation and fresh solutions.

He expressed confidence in Hamzat’s private-sector experience, public service record and institutional understanding to lead Lagos into its next phase, emphasising a vision of inclusive governance that recognises indigenous communities while embracing diversity, where businesses thrive, youths fulfil potential and families enjoy essential services.

Former Deputy Governor, Mrs. Sarah Sosan, speaking on behalf of the Governors’ Advisory Council (GAC), also endorsed Hamzat, declaring that “Lagos is not for experiment.”

Party leaders urged members to take the manifesto to all wards and communities ahead of the governorship election scheduled for February 6, 2027.
