During the cleaning up of the Integrated Payroll and Personnel Information System, 6,000 workers without employment letters were discovered in the Federal Ministries of Information and Culture and Labour and Productivity, according to the Head of Service of the Federation (HoSF), Dr. Folasade Yemi-Esan (IPPIS).
As part of the events to mark the 2022 Civil Service Week, she made this disclosure while briefing the media in Abuja.
Yemi-Esan claimed that the Ministry of Information discovered 5,000 ghost employees while the Ministry of Labor’s Director of Human Resources was turned over to the Independent Corrupt Practices and Other Related Offences Commission (ICPC) after 1,000 false employees were discovered at the ministry.
She added that the payroll has decreased to 74,000 employees from over 100,000 employees who were receiving salaries illegally as a result of concerted efforts to clean up the system.
The IPPIS, which was started a few years ago and is intended to verify credentials such as a person’s letters of appointment, academic certificates, age declaration at entry, and birth certificate, according to the HOSF, said many of the fake workers were discovered on the payroll.

Yemi-Esan added that the Federal Civil Service Commission sent her 3,000 names of fake workers to be suspended from IPPIS for possessing phony employment letters two months ago while verifying letters of employment from 2010 to date.
The Permanent Secretary, General Services Office, Office of the Secretary to the Government of the Federation (SGF), Dr. Maurice Mbaeri, also supported her revelation.
He claimed that on Tuesday of last week, the OSGF fired five fictitious employees after a screening exercise revealed that they were neither legally employed through the Civil Service Commission nor that further investigation had been unable to locate their files there.
